Greenwood & Streicher, LLC was founded by constitutional rights attorney Scott Greenwood and longtime Cincinnati police chief (ret.) Tom Streicher in 2012 in the spirit of the collaboration they showed working together to transform policing and police/community relations in Cincinnati throughout the previous decade in the most successful police reform process to date.
Our company provides service excellence as consultants in collaborative policing and government accountability solutions. Together, the two partners have over 75 years of combined experience within the criminal justice system as practitioners at the local, state, and federal levels.
Greenwood is an internationally recognized constitutional lawyer and longtime General Counsel to the national American Civil Liberties Union (ACLU). Streicher is a twelve-year veteran former police chief with the Cincinnati Police Department and a past Executive Board member of the Major Cities Chiefs Association.
Most recently, Scott and Tom have served as executive consultants to a variety of senior law enforcement officials nationwide, as well as strategic advisors to private companies in the law enforcement field. They have the utmost desire to continue providing strategic guidance at the executive level and to help develop governmental, accountability solutions based on their diverse experiences, evaluating an ever-widening range of police activities. Greenwood & Streicher also works with carefully selected leading and innovative companies in the law enforcement market to assist them with their vision, to connect them to law enforcement leaders, and to provide them with the strategic guidance that only deep and broad knowledge of and experience at senior executive levels in law enforcement can bring.
Greenwood & Streicher's principals are deeply connected with senior leaders in law enforcement, civil rights, police accountability and oversight, and technology. They are individually members of and have held senior leadership positions in their respective professional fields. Among these groups are Major Cities Chiefs Association, the ACLU, IACP, the Police Executive Research Forum (PERF), the NAACP, National Organization of Black Law Enforcement Executives (NOBLE), the National Association for Civilian Oversight in Law Enforcement (NACOLE), and many others.
Greenwood & Streicher's contact capital includes current and former major cities chiefs throughout the United States, chiefs of second- and third-tier agencies, the heads of advocacy organizations focused on policing throughout the country, members of Congress, and senior U.S. Department of Justice leaders. They are the outside senior consultants for the leading progressive policing organization, PERF, teach at PERF's renowned Senior Management Institute for Policing, and are have deep and broad experience negotiating and implementing consent decrees in American policing.
